Apparently not. I discovered this some years ago when a UK national who had
lived in SE Asia for 20 years came for a repeat scrip. She booked an
appointment in advance so we phoned the FHSA who advised us they would not
pay the temporary resident form and that we could not use a standard
prescription. The woman was furious at the #10 charge for the consultation
and the #5 charge for the script. She and her family phoned various people
who confirmed that I was correct to charge.
If you do not pay UK tax you are not entitled to NHS treatment, even if you
spend three months of the year here! If you live abroad all the time except
for a few weeks but are taxed and paid in this country then you are entitled.
