We did something like this in Portugal between 87 and 96 (just finished), as
part of a training scheme that involved practically 100% of Portuguese GPs
without Vocational Training. Results were generally good (though in some
places the GPs were looked at as ETs).
As for trainees, they spend some months in an obs/gyn department, _but_ they
don't go in as other residents - they have a defined list of skills to
train, and that's what they do. For instance, they do not help in surgery,
but spend many hours doing gynaecological examinations, or inserting IUDs.
In this way they train what we need in practice, and not what the
specialists think we need (or what is convenient for the department ;-) ).
