We also do not store or list our claims by location.
I wouldn't be able to organise this kind of working out alongside other work I'm afraid.
I can also see some logic, but I'm wondering if it would have an affect on budgets. I am a more day-to-day role in ILL here, and don't have any say or influence over things like budgets, but if there is a gap in transactions going out or coming in I wonder how that would affect higher-up decisions on that side of things.

I see your logic however we don't currently file our claims by location (and we deal with copy requests differently to loans) so it would be a huge effort to even try and group them into batches to find out how many claims we had for each individual library........It might work for locations who are only dealing in small numbers but we literally have thousands of claims waiting at the moment and I think it would be a bigger task for us to try and organize them than just to submit to BL in order of the date they were processed. I'm hoping the new BL system will make it fairly easy to input the info and if everyone sticks to a set number of claims per day then their systems shouldn't be overloaded.

Hmm. An idea - feel free to ignore as I'm not a day to day practitioner and don't know about the real world feasibility of this.
Would it make sense for institutions to make a publicly viewable list of total pending claims against all partners, say on a read only google sheet doc;
And then everyone compare against others - and if there's near parity of lending and borrowing (say, within +/- 10%) with particular partners, just agree on both sides to waive?
e.g. if we're claiming for 10 loans sent to Glasgow, and they're claiming for 9 loans we've got from them, just agree to drop the claims on both sides.
It would take a bit of central co-ordination, you would have to have something like a "sheet of sheets" source of truth with links to each institution, but I don't think it would be too onerous.
It would mean a bit of effort for institutions to work out themselves; and might only result in an overall 20-30% drop in claims for the BL to process if every HEI did it.
But I imagine they would appreciate some distribution of work from the community, and not have a massive workload unceremoniously dumped into their in-tray on the first day they open their door back up for business. Any drop in the number of claims they have to work through would surely be welcomed by them.

We also have a very high number of claims to be processed (>2000) and I've been worried about overloading their system if others are in a similar position! I guess we might just need to wait and see what BL suggest - they may prefer every library only to submit a certain number per day to spread things out?

We will want to submit our claims as soon as we can as we are owed quite a lot of money (being a net supplier). However, it is going to be a mammoth task for us so it will probably take several months (plus) to get everything submitted anyway. We normally submit a couple of weeks worth every two weeks, so it will really need to be all hands on deck to get through the backlog and with a very small team, it is going to be a very time consuming process.
Have you heard any more as to when the claim form will be up and running again? I heard that they are testing it but no time frame.
