We have several spanning provisions here at Leeds Trinity University, and may be able to offer you a solution in SITS for your CBO set up.
I've demonstrated the typical September CBO set up vs Spanning provision below.
September intakes follow the 1 block, 1 SCE record format that you described in your email as below:
CY Level Block

3 6 3
We've tackled Spanning Provision by adopting a 'course year 1, part 1 or 2' structure shown below:

2 5 21
2 5 22
3 6 31
3 6 32
Essentially, block 11's (year 1, part 1) run from the start date of the course to the end of the academic year (31st July), Block 12's then pick up on 1st August and run onto the anniversary of the start date or student year end date. If the course runs beyond the anniversary date then a part 3, may be used if the course goes beyond 4 days of this. Each student will have an SCE record for each of these blocks. We've found that this works well for HESA reporting and is pretty straight forward for course set up. Students typically do not re-register for block 12/22/32.
The only pitfall really is having to roll students forward more than usual, but with planning, its not been an issue.
