Interesting question. At Cranfield most people are but some are not - knowing about ethics / professional ethics / industry related ethics / regulation / research ethics (etc) are our key criteria. Training is important, as is the ability to engage in discussion and debate with other reviewers, and to provide useful and supportive feedback to applicants. We have external members of the Ethics and Integrity Committee who currently happen to have doctorates but where that is not a key criterion (we once had a local vicar who we discovered also had a chemistry PhD and was excellent). This does speak to the debate about the limits / boundaries of ethical review and whether methodological considerations should be included but maybe that's another debate... . Hope that’s useful. Would be very interested to hear about the context of the question ...
