I can't say for sure without seeing the data, but I'm guessing that
your "utc" column is a string value using ISO-8601-like formatting
(like "2023-11-17T12:53:46"). Since it's a string value, topcat
doesn't offer it for selection as something that can be plotted,
but you can convert it into a number using the functions documented at
http://www.starlink.ac.uk/topcat/sun253/Times.html
For instance the expression "isoToMjd(utc)" will convert it to a
Modified Julian Date, or "mjdToDecYear(isoToMjd(utc))" will
convert it to decimal year.
You can either just type that conversion expression into the plot
window column selector, or you can add a new numeric column to the
table using the "New Synthetic Column" button in the Columns Window:

then you will be able to select it from the column selector.
At present the cube plot will is not able to label time axes using
ISO-8601-like formatting, only the (2d) Time Plot does that:

So you'll have to live with numeric axis labelling like MJD or years.
