Energy citizenship purports an ideal of capable, energy-aware and actively participating citizens in the context of transformations of energy system. This contrasts with prevailing conceptions that posit individuals either as “deficient” residents whose passive acceptance should be ensured, or as inert energy consumers who ought to be “nudged” into desired behaviours – in both cases fundamentally lacking their own (transformative) agency. In this sense, energy citizenship assumes a key role in in fostering more democratic and sustainable future energy systems. On the other hand, there are various ways in which citizens are already actively engaged in the energy system and its transformation. The manifestation of concrete civic agency, however, displays substantial disparities across different contexts. Differences in the configurations of energy systems and (energy) governance arrangements as well as variations in socio-economic conditions and geographical features (e.g., rural, urban spaces) can enable or constrain citizen’s involvement.
This session aims to bring together geographers working to advance state-of-the-art energy research and those exploring the many forms of energy citizenship. Contributions that address some of the following themes are particularly welcome:
• In what ways do citizens in different geographical and political contexts engage in the energy system and transition, which could be understood as energy citizenship?
• What promotes or hinders the emergence and development of different forms of energy citizenship in different contexts and places?
• What global and regional trends can be identified with respect to different forms of energy citizenship and co-shaping dynamics?
• What conclusions can be drawn regarding the transformative agency of energy citizenship configurations?
