Hi,
We've had the same thing where we wanted to replace a pinned shortcut with another - updating the target to point to an exe of the same name but in a different folder.
This also causes it to fall off the menu for existing users.
I think the only way of avoiding this is:
* Have a shortcut that points to a local exe that does what you want.
* Update that local exe when you want it to do something else.
That way you can change what happens without having to touch the shortcut itself or change the properties of it.
Downside with this is that you need to have planned ahead and done it this way from the beginning, or you can't get there without hitting the same issue.
We've actually done this in one case (where the real exe is on a network drive - having a local stub provided somewhere to put the icon), but in practice have not needed to change that one since...
I expect the same thing could be done with URLs, but not actually tried it.
