I am not sure whether this is what you are looking for, but I have just read an interesting paper by Orange, Hilary, and Caradoc Peters. "The 'Expert' Amateur, Professionalism and Public Engagement: The Changing Face of Archaeology Education in Cornwall from 1986 to 2011." Cornish Archaeology 50 (2011): 127-32.
The overall narrative is that so much archaeology in Cornwall came from the public interested in archaeology and their fieldwork, but this was voluntarily ceded to the professionals once they came on the scene. This led to archaeology losing its original community connections and then having to set up units dealing with community engagement! It is not clear how well the reengagement with the community is going but I imagine these days it would be via a website and success would be measured by the number of clicks on the page.
The phrases 'reconnecting people with their heritage', 'giving people a sense of place', 'fostering in people a sense of ownership' are quite familiar in the Australian context and I am sure I have used them in my professional practice (an have some personally embarrassing stories to tell about this approach). They do seem a bit top down though. I guess it depends on the context and how the reconnection and fostering is being done and who is doing it.
