This case is disappointing but I think working with Publishers and suppliers to understand how important this is the best way to go. It is very unusual in my experience to have a publisher really not want to do this. Sometimes it has taken time to explain why and how they can do this. At the OU Library we have been working with our suppliers for the last 10+ years on accessibility and building relationships to get to where we all need to be. Sharing expertise and testing, the impact on students when it doesn’t work etc. . So far we have had almost exclusively good results but it can take time. I do understand that pressure is another tactic and actually not subscribing is the ultimate stand point.
The other issue is that this is not a one-time fix and needs to be part of the suppliers development and review process. We all know when a new tweak has stopped a platform being accessible. Reporting back to them helps publishers understand these problems.
Adam - have you had time to explain to the Academics what the impact will be on the student experience? We find that sometimes swings things or to help them with reasonable adjustments?
George - we have a disproportionate burden statement for these instances and continue to work with publishers as much as we can.
It would be great if we could use the procurement consortiums etc. and to work together. We are always really pleased when a publishers remedies problems as we know this has helped us all.

This is very surprising and extremely disappointing to read! How can any resource provider/publisher or any other organisation developing a digital product for anyone to use, not have a plan or feel any enthusiasm to make it accessible to as many people as possible.
It is their duty and I would apply as much pressure as you can to them. Its also VERY easy for them to rectify this situation with just a small investment, the return on this will be guaranteed.

As I understand it, you could make an argument for "disproportionate burden"
when it comes to rectifying existing provision to bring it into line with current accessibility regulations. I am not certain that the argument holds up when contemplating purchasing a brand new resource.
If this resource is central to the teaching, then thought needs to be given to whether provision of alternative and equivalent content can be provided so that those students with a SOSN are not disadvantaged.

Hi everyone,
We've run into a situation causing a rift between our library and a university department in regards to purchasing an e-resource because of accessibility regulation.
After talking to the resource provider, they do not have an accessibility statement or roadmap, and have no plans to implement anything like this.
After testing a small sample of pages, we've seen quite a few spots where they do not measure up to the WCAG 2.1 (such as keyboard traps and readers not accessible to screen readers).
The department are claiming that there are not other alternatives to it and that it is core to their teaching.
With this, we wanted to explore what our options were and to see what other members have done in situations like this.
We also wanted some feedback whether people felt this fit into Disproportionate Burden as that had been discussed before for resources like this.
