[Economic Development of Caricom]New Book

Anthem Press is delighted to announce the publication of Economic Development of Caricom: From Early Colonial Times to the Present by Winston H. Griffith. The book seeks to determine why CARICOM nations, despite their incorporation into the international economy for almost four hundred years, have experienced little meaningful economic transformation.

Author - Winston H. Griffith, Professor Emeritus, taught economic development, the political economy of the Caribbean, international economics, and international finance at Bucknell University.

Game Changer Initiative

In celebration of Calypso History Month which is celebrated In Trinidad and Tobago in October every year, there have been several events across the nation and in the diaspora. The theme this year is “De Bell Reigns” which was created to honour the recent past President, Lutalo Masimba aka Brother Resistance who passed away on July 13th.

HEAR YE! HEAR YE! DEADLINES ARE A-COMING!!!

Fellow Members

Greetings and salutations.

As the title of my insert indicates, important deadlines are approaching and therefore I feel it is  prudent to use this opportunity to remind us to take the necessary steps and act accordingly.  First is CSA Conference 2022: Reframing Caribbean Influences on Global Spaces: Critically Engaging Perspectives on Human Geography and Risks, Political Economy and Technology.

The call for PANEL, ROUND TABLE or WORKSHOP is published to meet a deadline of NOVEMBER 15, 2021. Note carefully that the first call is for PANEL, ROUND TABLE or WORKSHOP tracks only, to which abstracts will be solicited in a second round. Prospective Panel, Round Table, or Workshop chairs and co-chairs, should develop a topic on an aspect of the main conference theme that can accommodate a variety of papers. The conference theme and description, timelines for submission and all relevant information are posted on our webpage and have been sent to the emails of members.

It is anticipated that committees and working groups affiliated with CSA will submit proposals in a timely manner.

In keeping with our 2021/22 workplan, the Film, Performing and Visual Arts (FPVA) Committee has given us our second exciting output for this period. It is the virtual screening of Phillip Pike’s film Our Dance of the Revolution on Thursday, October 28, 2021, 3:00-5:00 pm, which results from a strategic alliance forged between The Institute of Caribbean Studies here at The University of the West Indies Mona Campus and CSA, through the efforts of co-chairs Drs. Lisa N. Tomlinson and Thalia Díaz Vieta, and members – Drs. Dunja Fehimovic; Yanique Melanie Hume; Mary Leonard; Pablo Lozano; Rachel Moseley-Wood; Rae-Ann Smith.

I must say how much I appreciate the efforts of the FPVA Committee in answering the call to make current circumstances work to our advantage. And I am sure the Executive Council joins me in applauding your commitment to the cause of Building brand awareness: Engaging new interests. [International Decade for People of African Descent]The Caribbean- inclusive of Central and South America- remain at the center of environmental, cultural, political, economic, spiritual and social civilization affairs linked to “recognition, justice and development” in alignment with the programmatic and ideological theme of the United Nations’ International Decade for People of African Descent (2015-2024) https://www.un.org/en/observances/decade-people-african-descent/programme-activities. Caribbean scholars, educators, artists, students, administrators, leaders, visionaries and more, it remains thought-provoking that the United Nations’ General Assembly designated August 31st as the International Day for People of African Descent effective in 2021. “Through this Observance the United Nations aims to promote the extraordinary contributions of the African diaspora around the world and to eliminate all forms of discrimination against people of African descent.” https://www.un.org/en/observances/african-descent-day The roots of this observance are grounded in the early 20th century leadership and organizational work of the Universal Negro Improvement Association- African Communities League (UNIA-ACL) led by the Honorable Marcus Mosiah Garvey- a native son and national hero of Jamaica- that globally designated August 31st officially as African Independence Day.

[Contract Day/Fiyahbun Day]October has multiple observances in the Caribbean impacting global affairs with some memorializing revolutionary independence, remembering invasive military actions, commemorating historic explorations/discoveries, or surviving new world order protocols for the “greatest good” of humanity. October 1st is Contract Day/Fiyahbun Day in remembrance of the 1878 St. Croix labor uprisings led by Queens Mary Thomas, Axeline Solomon, Mathilde McBean, Susanna Abramson, and Felicita James alongside Kings- most of whom were executed by the Danish military-with oppressive repercussions to laborers, landowners, and colonial governing forces of the Danish West Indies. October 12th is designated and respectively recognized as Indigenous People’s Day, Dia de la Raza and Dia de la Resistencia Indígena [Indigenous Resistance Day]. http://www.mppef.gob.ve/dia-de-la-resistencia-indigena-que-viva-la-espiritualidad-profunda-de-nuestros-pueblos-ancestrales/ This is based on the 1492 “discovery” and landing by Cristoforo [Indigenous People’s Day] Colombo/Cristóbal Colón (Columbus) and others with funding from the Spanish monarchy on an isle in the Bahamas (Guanahani) populated by native Lucayans- which remains a controversial research theme for Caribbean scholars, educators, students and beyond. GAME CHANGERS INITIATIVE

[Calypso History Month]In celebration of Calypso History Month which is celebrated In Trinidad and Tobago in October every year, there have been several events across the nation. The theme this year is “De Bell Reigns” which was created to honour the recent past President, Lutalo Masimba aka Brother Resistance who passed away on July 13th.

A critical part of the calendar of events for Calypso History Month is the Secondary School Lecture Series. These sessions facilitate the insertion of cultural consciousness into the young people in the twin island economy of Trinidad and Tobago. Youth across schools in both islands are exposed via several modalities (inclusive of a listening party) to content about Calypso and several other indigenous music genres.

This year as a special treat once such diasporic partnership involved the collaboration of The Consulate General for the Republic of Trinidad and Tobago in New York, The Sesame Flyers of New York and the Trinbago Unified Calypsonians’ Organisation for Trinidad and Tobago. The event to highlight this historic alliance was entitled “Calypso: Liimitless Lyrical Power” which featured Calypso stars Mervyn “Dr. Witty” Carter, Keet “Designer” Styla, Grand Papa “Robert “Lord Nelson” and representing with feminine energy, Karene Asche.

Pues aki mi ta duna un poco di mi experiencia, cu e speransa cu esaki por inspira un otro. Den e delaster 3 añanan mi a beneficio hopi di e sorto di remedinan aki.

Prome cu mi a inicia e forma aki di tratamento, mi a logra di alcansa hopi di metanan academico. Como studiante mi a traha sumamente duro sin importa e desafionan mi dilanti (o e estado di mi salud mental). Mi a pusha mi mes pa surpasa tur expectativa riba e tereno aki. Psychiatric medicine

Medication to treat anxiety and depression are some of the most common medication prescribed. I’ve decided to discuss this topic because I believe mental health to be vital. We can talk about all these big goals we have in our lives, but without tending to the mind we have nothing. We can talk about how we want to contribute and improve our community, but how can we do that if we don’t start with ourselves? Therefore, here I’ve decided to relay some of what I’ve experienced in hopes that it may inspire someone else. In the past 3 years I benefitted from these sorts of medications.

Prior to starting this form of treatment I was able to achieve many of my academic goals. As a student I worked diligently no matter the challenges I was facing (or the state of my mental health). I pushed and pushed myself to surpass all expectations placed on me. I wanted to be the best, and do my best. It wasn’t until I graduated that I really noticed that I have neglected everything in my life. I’ve neglected all my friendships and all of my health. Once I started medication, I actually learned more about myself. I discovered that I was not that timid woman I thought I was. I am actually rather extroverted.

All this times I believed that I was simply a homebody, but I was rather mistaken. It brings me great joy to spend nights eating and drinking cheap wine with friends. I also love to sing and dance (fyi: neither of which I do very well). My point is that for years my true personality has been hidden away under layers and layers of anxiety and stress. It was as if my only goal in life during my early 20’s was to study. I was like a race horse with blinders on, I focused on the only goal I had in front of me. It is something positive to be ambitious, but not at the cost of every other aspect of your being.

There are many people in need of such medication, but that are hesitant because they believe it would dim their ‘sparkle’, however, many times medications actually serve to enhance that shine of yours. Medication is not for the ‘crazy’ or ‘weak’. It is simply a tool that some of us require. Not everything will be perfect or cured, but it can contribute to a lot more ease and pleasure in your life. After taking a break from my master’s program, I will start again with a more energetic and positive mindset. It is true that I could have simply pushed myself to finish, but I am not that person anymore. I’m not willing to sacrifice everything for a document that in reality says nothing about my value as a person.

El Plan de Ajuste de Deuda de Puerto Rico: el camino asegurado a una segunda quiebra

Puerto Rico se encuentra en una crisis económica y estructural desde el 2006. El crecimiento económico anual ha sido negativo en todos los años, con las excepciones del 2012 y el 2019, años en que la llegada de fondos de Estados Unidos mitigó el decrecimiento. La crisis económica, unida a las políticas de austeridad y a la corrupción que acompaña al neoliberalismo, aumentó la deuda de Puerto Rico hasta sobrepasar los $72,000 millones, cifra mayor al Producto Nacional Bruto de entonces.

La crisis económica impulsó la crisis de la deuda. En el 2015, el gobierno de Puerto Rico tuvo que declarar el impago de la deuda. Fue entonces que la crisis de la deuda agudizó la crisis política de la relación colonial con Estados Unidos. El gobierno de Puerto Rico intentó crear un marco jurídico para poder declararse en quiebra y empezar un proceso de reestructuración de deuda. El Tribunal Supremo de Estados Unidos declaró en el 2016 ilegal ese marco jurídico. Posteriormente, para lidiar con la crisis de la deuda en Puerto Rico, el Congreso de los Estados Unidos aprobó la Ley PROMESA en el 2016.

La Ley PROMESA creó un marco jurídico para la reestructuración de la deuda de Puerto Rico. Sin embargo, también creó una Junta de Control Fiscal, un cuerpo no-electo que controlaría el presupuesto de Puerto Rico y sería quien representa a Puerto Rico en el Tribunal de Quiebra. Desde temprano en este proceso, se entendió que la Junta, que contaba entre sus miembros a personas vinculadas al sector financiero e incluso a funcionarios públicos que participaron de la emisión de deuda, vendría a favorecer a los intereses de los bonistas y los fondos buitres por encima de los intereses del pueblo de Puerto Rico. La Junta representaba una imposición colonial que favorecería al capital financiero a través de medidas neoliberales de privatización y austeridad. Eso, en efecto, es lo que ha ocurrido.

Después de 5 años, la Junta de Control Fiscal propone un Plan de Ajuste de Deuda considerado negligente por casi la totalidad de los especialistas en materia económica y en política pública. Miles de millones de deuda ilegal se estarían pagando ante la negativa de la Junta de auditar la deuda y cancelar la emitida de manera anticonstitucional. En lugar de recortar cerca de 80% de la deuda, como recomendaron previo al Huracán María economistas de la talla de Joseph Stiglitz y Martín Guzmán, el recorte es de alrededor un 23%. Puerto Rico tendría que comprometer $1,150 millones anuales de su presupuesto para el pago de deuda, lo que afectaría todos los servicios que actualmente ofrece el gobierno. Lo peor de todo es que los pronósticos económicos, incluidos los de la propia Junta, aseguran que el Plan de Ajuste de Deuda no es sostenible y que una segunda quiebra podría ocurrir en los próxims años.

Es posible que, a la hora de publicarse esta columna en el boletín de la Asociación de Estudios del Caribe, se haya aprobado ya el Plan de Ajuste. Mientras la Junta impone este plan, los partidos tradicionales parecen allanarse a sus dictámenes. Sin embargo, distintos sectores del país, entre ellos los pensionados y la comunidad universitaria, se han convocado para protestar y continuar las manifestaciones que se iniciaron hace meses. La consigna principal que suena es: la gente antes que la deuda. Es posible, todavía, detener el continuo derrumbe de la sociedad puertorriqueña.

Puerto Rico’s Debt Restructuring Agreement: The Road to a Second Bankruptcy

Puerto Rico has experienced an economic and structural crisis since 2006. Annual growth has had negative numbers since then, with the exceptions of 2012 and 2019, years in which federal funds mitigated economic decline. The economic crisis, tied with austerity measures and the corruption associated with neoliberalism, lead to an increase of the island’s total debt. The national debt surpassed $72 billion, a number higher than the Gross National Product during these years.

The economic crisis propelled the debt crisis. In 2015, the Puerto Rican government had to declare the non-payment of the debt. This, on the other hand, led to the exacerbation of the colonial crisis with the United States. The Puerto Rican government created a legal framework with the hopes of declaring bankruptcy and initiating the restructuring of the debt. The Supreme Court of the United States declared this framework illegal in 2016. Afterwards, the Congress of the United States approved PROMESA Act as a way of dealing with the debt crisis.

PROMESA created a legal framework for debt restructuring in Puerto Rico. However, it also created the Fiscal Oversight Board, an un-elected body which would control the finances of Puerto Rico and represent the government in Bankruptcy Court. From early on, it was known that the Board, which includes several members from the financial sector and people who participated in the issue of bonds in Puerto Rico, would heavily favor hedge funds and not the interests of the Puerto Rican people. The Board represented a colonial imposition which would favor financial capital and impose austerity and neoliberal measures. That has exactly been the case.

After 5 years, the Fiscal Oversight Board proposed a Debt Restructuring Plan considered negligent by most economists and specialists on public policy. Billions of illegal debt will be payed because of the Board’s refusal to audit the debt and cancel unconstitutional debt issuing. While economists like Josepth Stiglitz and Martín Guzmán, before Hurricane María, called for the cancelation of around 80% of the total debt, this Plan cancels 23%. Puerto Rico would have to pay $1.150 billion dollars annually for its debt, while public services would be negatively affected. The worst of all is that all economic prognostics, including the Board’s, indicate that his Plan is not sustainable and will lead to a second bankruptcy in the coming years.

It is possible that, at the time this column is published in the CSA Newsletter, the Debt Restructuring Plan would be approved. While the Board imposes this plan, the patronal political parties accept their mandates. However, different sectors of society have called for massive demonstrations, to continue the protests which initiated months ago. The main slogan is: “la gente antes que la deuda” (roughly, “people over debt”, similar to “people over profit”). It is possible, still, to stop the collapse of Puerto Rican society.

Imagine the first attempt you made at doing something new and different and the feeling you had when you finally succeeded. Perhaps it was swimming or learning to play a game of Chess. Your brain remembers the raw thrill of that success, and the feeling imbues you to seek it out again and again. For most of us, we experienced that feeling when we attended the virtual launch of the 2021-2022 CSA Young Scholars Mentoring Programme & Dialogue 2.0. Like dopamine, the opportunity for mentorship sparked a rewarding sensation in you. And, through a spirited lecture, the event's main speaker, Professor Jermaine Rowe, triggered an impetus to seek out that rewarding sensation repeatedly.

The value we attach to mentorship helps determine our future success and can be the origin of locating, fulfilling, and channeling our purpose into the critical spheres of life. Thus, an acknowledgement of the tools we need to achieve enables a deep appreciation for the design of the CSA Young Scholars Mentoring Programme primarily because it offers a supportive infrastructure for students (mentees) to grow personally, intellectually, and professionally.

In our pursuit of success, I am sure, we have envisioned an ideal: the "why" that drives our ambitions and how we acquire them. Indeed, feeling like you have achieved is beneficial and desirable. So, while we focus on becoming the prodigious cadre of young leaders, I implore you to reflect and meditate on the assured advice from our brilliant and spirited Guest Speaker, Professor Rowe. Hold them dear to you and watch yourself transform into your best YOU!

  1.  Be intentional in all the things you do.
  2.  Identify your "Why," i.e., the reason behind your actions.
  3.  Embrace the idea that when something is missing from the world, it is time for YOU to become that thing and fill that gap.
  4.  Be in your PURPOSE and not in your EGO.
  5.  Give yourself space to be human in your journey, to slow down.
  6.  Determine the cost of your dream and how much it is worth to you.
  7.  Know that the feeling of success is each day, you keep going without an audience.
  8.  You cannot blame the water for not knowing how to swim
  9.  Create the space to hear your thoughts.
  10. Never compare your journey to others.
  11. Take a chance (on yourself).
  12. Understand that you do not need to do it all by yourself.

Graduate students, you are finally out of the blocks! Keep looking forward. It is only upwards from here!

Imagínese el primer intento que hizo de hacer algo nuevo y diferente y la sensación que tuvo cuando finalmente lo logró. Quizás fue nadar o aprender a jugar una partida de Ajedrez. Tu cerebro recuerda la cruda emoción de ese éxito y el sentimiento te imbuye a buscarlo una y otra vez. Para la mayoría de nosotros, experimentamos ese sentimiento cuando asistimos al lanzamiento virtual del Programa de Mentoría y Diálogo 2.0 para Jóvenes Académicos de CSA 2021-2022. Al igual que la dopamina, la oportunidad de ser mentor provocó una sensación gratificante en ti. Y, a través de una animada conferencia, el orador principal del evento, el profesor Jermaine Rowe, desencadenó un ímpetu para buscar esa sensación gratificante repetidamente.

El valor que le damos a la tutoría ayuda a determinar nuestro éxito futuro y puede ser el origen de ubicar, cumplir y canalizar nuestro propósito hacia las esferas críticas de la vida. Por lo tanto, el reconocimiento de las herramientas que necesitamos lograr permite una apreciación profunda del diseño del Programa de Mentores para Jóvenes Académicos de CSA principalmente porque ofrece una infraestructura de apoyo para que los estudiantes (aprendices) crezcan personal, intelectual y profesionalmente.

En nuestra búsqueda del éxito, estoy seguro, hemos vislumbrado un ideal: el "por qué" que impulsa nuestras ambiciones y cómo las adquirimos. De hecho, sentirse como si lo hubiera logrado es beneficioso y deseable. Entonces, mientras nos enfocamos en convertirnos en el cuadro prodigioso de líderes jóvenes, les imploro que reflexionen y mediten en el consejo seguro de nuestro brillante y enérgico orador invitado, el profesor Rowe. ¡Tenlos en cuenta y observa cómo te transformas en tu mejor TÚ!

  1.  Sea intencional en todas las cosas que haga.

Pour la plupart d'entre nous, nous avons ressenti ce sentiment lorsque nous avons assisté au lancement virtuel du Programme de mentorat des jeunes chercheurs de l'ASC 2021-2022 et Dialogue 2.0. Comme la dopamine, l'opportunité de mentorat a suscité en vous une sensation enrichissante. Et, grâce à une conférence animée, le conférencier principal de l'événement, le professeur Jermaine Rowe, a déclenché une impulsion pour rechercher cette sensation enrichissante à plusieurs reprises.

“Reframing Caribbean Influences on Global Spaces: Critically Engaging Perspectives on Human Geography and Risks, Political Economy and Technology.”

The CSA cordially invites you to submit proposals for fully constituted Panels, Round Tables, or Workshops for the Annual Conference slated for May 30-June 3, 2022.

 In view of the dynamic nature of the environment, brought on by the global health pandemic, details on the modality of the conference will be communicated to delegates at a later date.

CSA has adopted a two-pronged approach to the conference call. This first call is for PANEL, ROUND TABLE or WORKSHOP tracks only, to which abstracts will be solicited in a second round.

Prospective Panel, Round Table, or Workshop chairs and co-chairs, should develop a topic on an aspect of the main conference theme that can accommodate a variety of papers.

This call is open to CSA constituent groups, associates as well as all other colleagues with a brilliant idea for bringing together people for knowledge-sharing experiences and to establish networks. Consideration should be given to delivery formats that are in synchrony with the digital age.

Teniendo en cuenta la naturaleza dinámica de la situación sanitaria debido a la pandemia global, los detalles de la modalidad de la conferencia serán comunicados a los delegados en fecha posterior.

Lxs presidentxs y copresidentxs de los potenciales Paneles, Mesas Redondas o Talleres deben desarrollar un tema sobre un aspecto o arista del tema principal de la conferencia que pueda acomodar una variedad de ponencias.

La convocatoria está abierta a grupos de la AEC ya establecidos, asociados así como otrxs colegas con alguna idea brillante para unir personas con experiencias de conocimiento compartido y establecer de redes de contacto. Debe prestarse atención a la utilización de formatos en sincronía con la era digital.

Appel à Panels, Tables rondes et Ateliers pour la CONFERENCE DE LA CSA2022

46e conférence annuelle, Caribbean Studies Association (CSA)
« Recadrer les influences des Caraïbes sur les espaces mondiaux : perspectives d'engagement critique sur la géographie humaine et les risques, l'économie politique et la technologie »

 Kingston, Jamaïque : 30 mai - 3 juin 2022
Date limite de soumission prolongée : 15 novembre 2021

 L'AEC/CSA vous invite cordialement à soumettre des propositions de Panels, de Tables rondes ou d'Ateliers pour sa conférence annuelle qui aura lieu du 30 mai au 3 juin 2022.

Compte tenu de la nature dynamique du contexte, de par la pandémie sanitaire mondiale, les détails sur les modalités de la conférence seront communiqués aux délégué.e.s à une date ultérieure.

L’AEC a adopté une approche en deux temps pour l'appel de conférence. Ce premier appel concerne uniquement les pistes de PANEL, de TABLE RONDE ou d'ATELIER, pour lesquelles des résumés seront sollicités lors d’un deuxième appel.

Les président.e.s et co-président.e.s de panel, de table ronde ou d'atelier doivent développer un sujet sur un aspect du thème principal de la conférence, qui pourra accueillir une variété de communications.

Cet appel est ouvert aux groupes constitutifs et associés de l'AEC ainsi qu'à tout.e collègues ayant une idée brillante pour rassembler des personnes afin de partager des expériences et de créer du lien. Il convient de prendre en considération les formats de diffusion qui sont en phase avec l'ère numérique.
