This consultation put out on Monday may be of interest to some of you. The deadline for responses is Oct 26th. Even if you’re not thinking of responding, you might like to know that a number of us in and around social policy and outside the usual tax professional bodies have been invited to good, open discussions on establishing a framework with principles and strategic objectives for tax policy and budgeting. I’ve been encouraged by the engagement and willingness to discuss issues relating to human rights and other social policy issues including the social incidence of different taxes.

Another tax analysis development may also be of interest. The Global Tax Expenditure Database was launched in June - gted.net. I found scrolling right down to Shedding Light, the lefthand of their two publications and a good introductory summary, particularly helpful.
