If you don't want to use a cloud-based system Word will also now OCR an inaccessible image-based PDF document, when you open it via Word. This feature became available some time last year but hasn't been publicised much.

Always worth noting though that In terms of accessibility OCRing a document is only the first step of making it accessible!

I've not tried Onix, but in searching for how it compares with others I've found this interesting experiment

Looks like it doesn't rate as high as Abbyy or an open-source option.
