As you have 365 and a low number of staff, I would go with 365 E5 licences and buy in some decent 365 developer skill.
You are already part-way there and I suspect it would give you what you want at a price lower than going down other roads.

Apologies for cross-posting.
I have been asked to make enquiries to the list for any recommended record management systems.
As far as I understand from my meeting with the person in charge, the idea will be that the system makes it easier to have an overview of the records within the Foundation, especially in the event of any SARs so good e-discovery will be important. It will mainly deal with born digital records but it will also have to handle paper records and those that were originally paper but are due to be scanned. Therefore I think that a system where the record lives within the system rather than in the individual original drives would be preferred.
Initially all the administrative staff across the schools within the Foundation will be using it, ideally the teachers will too in the long term, so that would probably be 200+ staff altogether across 3 sites. It would be ideal if it integrated easily with the Sharepoint/OneDrive that is in place now.
I have done some initially searching but there is a baffling array of systems out there so I am looking for recommendations, including pros and cons of systems and suppliers.
This is very much outside my comfort zone so any help would be very gratefully received.
