I think Barrie Trinder's 'Industrial Revolution in Shropshire' (I have the 3rd edition) might be some use to you. It could also pay a good look through for significant general insights.
In his chapter 'Living and Working', specifically discussing the east Shropshire coal & iron ore field with examples, he writes: 'The charter master system probably grew up with the development of longwall mining in the 17th century (see chapter I)'. Then goes on to discuss the what & the why of the system's development. There is also an important set of comments in the 'Conclusions' chapter about the social significance of this dev't, which in Shropshire was from the earlier small scale master collier.

Flinn, vol 2, History of the British Coal Industry, Pg 56-7, notes that a "diluted" form of the charter master system was present at Griff Colliery in the early 18th C, where mining operations were subcontracted to companies of miners by the senior bailiff. In the north-east, in 1765, Allen and Co contracted to work Todwick Common colliery in Yorkshire. That said, most of the examples Flinn talks about are late 18th/early 19th C, so a documented example from 1760 would I think be interesting.
