I suppose, problems for book usage reports interpretation arise where
publishers provide both chapters and whole books as pdf (Springer) or
zip file containing all chapters (Elsevier, Cambridge). Springer even
introduces its own metric SN:Total_Chapter_Requests in Title Master
Report (Beta version).
May be there should be special instructions from COUNTER team for such
cases?
