The set up of a lazy Susan, DSLR and LED lights with a light tent will work grand. I've been working with that set up for the past few years at the Royal College of Physicians and Surgeons of Glasgow for the past few years.
You'll be looking to get several photos of the object at 1 level, and then move the camera to different heights and repeat the process.
Wrt Agisoft Photoscan/Metashape, I think you can contact them to ask for an educational license. As long as it's an educational institution (including a museum), and the 3D models aren't for commercial use, you should be able to get an educational license.
If you want a paid software, Reality Capture is better but it is pricey!
