I would agree with this. I also suspect that a high proportion of the 'monuments' on the HER are probably heritage assets (otherwise why were they put on in first place), it is just the degree of significance they hold that will be more relevant when being considered as part of the planning process. That significance (or our understanding of it) can of course change, for example if more information is found, if a site gets damaged (earthworks ploughed out etc), or more information obtained suggesting it is rarer/better preserved than originally believed etc. So assessing it, with the most up to date info available (for example an evaluation may be undertaken prior to or during the planning process to inform that assessment) would still be necessary.

I think very much a case by case approach, Crispin. There have been some (so far unsuccessful) attempts by developers to say that anything not on a Local List isn't a Non Designated Heritage Asset. That would mean each Local Authority having to make a detailed list of anything they want considered in the planning process.
Clearly that would be impossible, so the best approach, in my opinion, is for DM archaeologists and conservation officers to make the call as to what is a NDHA with regard to each planning application and let the developers test it at appeal if they disagree.

I see I phrased my question badly... was aware of the NPPF definition, but unclear whether and how HERs should classify monument records as being, or not being, heritage assets! (I take your point they don't have to be on the HER too, but it helps!).
Sarah Orr has mentioned how they are doing this in West Berkshire (lovely derived map layer for the planners ;-).
I'm just wondering if there should be a clear standard way of doing this for all? or whether in practice it is better negotiated through casework?

The definition of a Heritage Asset as set out in the National Planning Policy Framework:
Heritage asset: A building, monument, site, place, area or landscape identified as having a degree of significance meriting consideration in planning decisions, because of its heritage interest. It includes designated heritage assets and assets identified by the local planning authority (including local listing).
It doesn't need to be on the Historic Environment Record to be considered a Heritage Asset, but I suspect its inclusion on the HER would support it being one as considering whether it has heritage interest would have been thought about when deciding whether or not to include it on the HER (even if this isn't a very 'formal' process). I suspect this may vary across HERs - some may have looser/different criteria than others when deciding what to put on, and some may include things that may not have 'heritage interest' for other reasons.
