Suggest you check with your Microbiologist about what they consider to be a “respiratory” sample. I spoke to one of ours and their advice was that swabs of upper respiratory tract do not class as respiratory samples, they felt this advice applies only to sputum etc. PHE advice would I expect have been written by Microbiologists. It may be a discipline-specific bit of jargon, a bit like biochemists talking about electrolytes but only really meaning Na and K.
