Kia Ora, Claire,
You may wish to quote the Cochrane systematic review that clearly indicates that a routine admission CTG for low risk women will increase their chance by 20% of having a caesarean section, as opposed to intermittent auscultation (Devane 2017) . If a midwife in the community is concerned about fetal well-being/fetal heart rate then the women and unborn baby need to be in a hospital to be monitored, not stay in the community.
I have only entered the conversation now, I may have misunderstood.
All the best
Ruth
