Good question!
We used to rely on the two of us responsible for day to day social media keeping an eye on things on evenings and weekends.
Over the years our social media has grown and this became quite a commitment, with it occasionally stretching goodwill. The result was as an organisation we looked at what is reasonable. Now where we need to actively post or monitor social media outside of business hours, usually at events, we are given time off in lieu.
Should there be something really needing an immediate response out of hours and we, or colleagues with access, are alerted we respond. It may be a holding reply if we cannot give a full answer at the time.
For emergencies we have our local authority communications team as backup. This has proved really helpful in an emergency at the museum and in a city wide incident. We also have an internal escalation process for anything we cannot directly answer, such as very specific complaints or where a wider policy may need checking.
