v3 (when it is released for Windows) ought to be faster since (I assume) it will be based on OpenGL rather than Tk.
If I am remembering correctly, I think Windows (7 at least, I haven’t tried 10) had some issue if you tried to “maximise” the window but resizing by hand should work (at least on Windows 7).
The assignment panel shows only 2D by default until you actually use the panel when assigning a 3D peak.
