*(De)Segregation in Asian Schools*

The academic literature on desegregation in education predominantly
concerns itself with racial segregation in the United States. Inadequate
attention has been paid to other forms of segregation – along lines of
class, religion and migration status, for example – and other places –
especially the Global South. In a number of different Asian countries,
segregation in schools has increased in response to policies that champion
market competition, parents’ rights to choose schools and schools’ right to
select students. Concerns about the diversity and inclusivity of schools
have been drowned out by visions of school improvement that are dominated
by ideals of accountability measured through international assessments.
While individual schools have long experimented with promoting a more
diverse and inclusive student body, efforts at desegregation can also be
found at the policy level. India’s Right to Education Policy, for example,
includes a requirement for private schools to give free education to
‘Economically Weaker Sections’, constituting 25 per cent of their new
entrants. In this panel we seek to broaden understanding of why and how
segregation occurs in school systems, and interrogate the successes and
failures of efforts to mitigate segregation at both the school and the
policy level.
