You can add them ("relion_image_handler --add") and then threshold
again at 1 ("relion_image_handler --threshold_above 1").
This is not "the maximum of the two values" but should give a "combined
mask".

You can also create a wide mask from a smeared density in the
consensus map (not 3D classes). Please look at the spliceosome example in
the multi-body paper (eLife, 2018).
