Hi Andy

Interesting issue.  I share concerns about fixed glazing solutions (unless there is an alternative facade in 'clean' air residents can use).

I regularly recommend conditions on planning applications which include a mechanical ventilation system which 'removes the need for residents to rely on openable windows to achieve background and purge ventilation'.  Where the development is within the AQMA this condition may specify that input air is taken from the furthest facade from the source or the roof.  The condition is mainly applied as part of the acoustics mitigation package.

Depending on roadside concentrations, it's likely concentrations at the roof / furthest facade will be below the limits.

In most cases, I tend to accept that there will be times when summer cooling is required, however up here in Sunny Salford those times are infrequent.  

My thinking here is, the annual exposure of an occupant of that room would be less, as they have the option to keep windows closed.

I've appended some wording I use which could be adapted and may be of use.  Planners have used this wording here

Prior to development commencing the applicant shall submit and agree with the Local Planning Authority a detailed noise and air quality mitigation scheme for the building envelope (roof, walls, windows), internal features (ceilings, floors etc) to ensure that noise levels within internal living, dining and bedrooms comply with BS8233:2014 (Guidance on Sound Insulation and Noise Reduction from Buildings)

The scheme shall include ventilation measures should be designed in line with the Draft ANC Acoustics Ventilation and Overheating Residential Design Guide should be identified and incorporated into the noise assessment report. The ventilation measures identified should ensure the above acoustic standards are not compromised.

The development shall thereafter be undertaken in accordance with the agreed scheme, and the agreed scheme shall be retained thereafter.
