It seems that we take a fairly similar approach to Kent here at Oxford, with the presence of a DOI dictating who has control...
If a DOI hasn't been minted, then we can refer a record / data back to the depositor to edit (or make changes ourselves on their behalf), though we advise them to consider the impact on any past citations of the record / data if amending core fields / data.
If a DOI has been minted, though, we don't hand control back to the depositor - our DOIs are issued by DataCite whose licence identifies certain metadata fields (e.g. creators, title, etc., as well as the data itself) that may not be changed following DOI registration. We therefore make any amendments, additions to other non-core fields (e.g. details of related publications) ourselves on request from the depositor (these fields shouldn't impact on past citations). And we don't consider application or removal of an embargo as a change to the record as such, so will usually do as asked by the depositor.
We *might* look to readdress procedures as and when we can facilitate DOI versioning, but we don't have this in place at present.

We use EPrints. Once the record is live any changes need to be made either: by taking it down and returning the record to the user to alter and re deposit; or by repository administrators.
Once the researcher has confirmed the live record is correct and a DOI is minted, all changes are made via the administrator. There is a history-log in EPrints and where new files are added or major changes made these are noted on the README file.

Hi all,
We are currently developing an institutional research data repository service and one of the issues that has arisen is metadata versioning for published datasets e.g. say a depositor wants to update an existing record to include links to additional publications or related materials not available at the time of publication?
My questions are primarily addressed to those at institutions with data repositories but anyone is welcome to add their two pennies worth:
Do depositors have editing permissions which allow them to modify metadata for datasets that have been assigned a DOI and made publicly available or are embargoed ahead of publication?
If so, do you allow modifications to be made to all metadata fields without creating a new version of a record (c.f. Zenodo) or are there some fields that cannot be altered without creating a new version (c.f. Figshare)?
If depositors don't have editing rights for published metadata records, is there a mediated process whereby modifications are available only by request and/or have to be approved by library or other admin staff? (I am assuming this is typically the case for institutional data repositories but could be mistaken).
Again, are there any metadata fields which if modified will require the creation of a new metadata record?
Are there any other scenarios I haven't listed?
