I am not sure that the replies to John's initial question answer his question. I have looked at the Policy Connect document and the slides from DigiFest (I was there) and they do not provide the "clear evidence" that John asked for.
It's easy for those of us active in this forum to get the impression that of course the new regulations apply of teaching and learning content uploaded to the VLE. However, when I show the regs to others they are doubtful. Also we should not forget that the majority of those managing VLEs in the UK are not represented on this forum and may hold an entirely different view.
I do think that clarification is needed if we are to persuade senior managers and academic colleagues that teaching materials are also covered by the regulations.
