I think I'd be more tempted to err on the side of caution and consider not releasing the data. Alternatively, a discussion (however difficult) with Parent A on this might be sensible to determine if there are any more concerning issues such as Parent B having been abusive to Parent A, Child, or other household members.
It is a tricky one though - in a previous job this was quite a common query, and it was often Parent B looking to ensure Parent A was doing (in their view) a good job of ensuring the child was getting a good education, but every now and again we did come across one where Parent B was trying to find out where the child lived because Parent A had moved away. In those instances I always felt it was better to refuse on the grounds that there could be a safeguarding risk.
