I haven’t seen anything by the EHRC and I doubt the Access Assoc would get involved in position statements.
It's an issue that is discussed on most projects now, with the outcome very much depending on individuals and organisational 'fit' shall we say. We had one project very keen on neutral facilities prior to our involvement, then having had a discussion they decided to mix them with some gendered facilities but all are self-contained facilities with the WC and WHB in the same space so this is just a matter of signage on the doors. Still no standard on the sign on the door for neutral facilities but for me it’s a pictogram of the WC and the word toilet beneath. Some orgs want to write 'gender neutral' or 'all gender' etc but I see this as unnecessary and more about being seen to be 'doing it'.
What I have spotted is that people seem to forget that once you put the WHB into the cubicle/room you increase the occupancy time and so need to provide more toilets to get the same level of service. So the perceived 'space saving' I mentioned previously may not actually be there!
