Apols that this is slightly off-topic.
Has anyone come across an access road (eg. to a port, airport, logistics centre, whatever) - built to avoid an existing, heavily-congested urban highway network - that is or has been paid for by charging a 'gate fee' to truckers? Truckers would be charged an additional levy to enter the port (no traditional tolling infrastructure on the access road itself) and those charges would be used to pay for the road. Any examples from anywhere?
