Hi Catherine,
Some of the assistive technology packages do have a download to MP3 feature, such as the Speech Maker tool in Read&Write from TextHelp
https://www.youtube.com/watch?v=g035BgeFiow
or the Kurzweil 3000 software:

Thanks

Subject: Text to speech ability for commuter students
Hello,
We have a ‘commuter students action plan’ here at Huddersfield and we have a query about being able to convert text from e-books to sound files so commuter students can listen to it on their journeys. Do you know if any publishers offer this facility?
I know that there is accessibility software out there to read text out to you whilst you are online but I think the question is more about downloading onto an MP3 file for example.
Any help you can provide would be most welcome!
Have a lovely weekend,
Catherine
