If you are looking for hardware then maybe approach some organisations that are big enough to buy devices and then allow them to do little thereafter. Somewhere like a University might have purchased devices for a study and then end up not being used due to the project finishing and people move on and forget there are usable hardware there. I have heard of situation in big museums too from trial projects.
Maybe ask local big organisations - assuming you have a baseline of device you are wanting in terms of what it needs to do then maybe approach some and ask about the opportunity in case they have a small stash somewhere that can be used as they are not at present. no one wishes to add to the waste but using unloved devices is a good contribution.
Ongoing maintenance and support may need creative solution.
