Maybe the version was only recently deprecated: it's exactly 2 years and a few weeks old now unless I'm mistaken...
Also have a closer look at the linked readme file: http://anorien.csc.warwick.ac.uk/mirrors/centos/7.3.1611/readme
It suggests that you should still be able to get the libopenblas package from the CentOS vault server, without needing to upgrade the OS of the VM.
Maybe you can download the openblas package manually (by browsing that server), or you can configure that vault server as a package repository somehow. I don't use CentOS, but I would think that this should be easier/faster than upgrading the VM.
