I do not know about BIANCA, but that error message says that fslpython is not setup properly.
Did you install it as described in the docs at https://fsl.fmrib.ox.ac.uk/fsl/fslwiki/FslInstallation/ShellSetup?
If so, maybe all you have to do is to open a new shell. If not, you will have to install it.
This may not solve the rest of the problem, but it will definitely get you a step into the right direction.
