The Wellcome Trust updated its open access policy today, which among other things will now require the institutions it funds to publicly commit to a responsible assessment of research outputs:
8. Wellcome is committed to making sure that when we assess research outputs during funding decisions we will consider the intrinsic merit of the work, not the title of the journal or publisher.
All Wellcome-funded organisations must publicly commit to this principle. For example, they can sign the San Francisco Declaration on Research Assessment, Leiden Manifesto or equivalent. We may ask organisations to show that they’re complying with this as part of our organisation audits.
This will give universities an incentive (should they need one) to consider their approach to responsible assessment whether based on DORA, Leiden "or equivalent".
I think this is a positive move away from using the venue of publication as a proxy for quality. Wellcome and the Gates Foundation both committed to the principles of Plan S today.
