I am currently developing an updated retention schedule for Warrington Borough Council as part of records management project. Previously there was not really any corporate oversight on this so schedules were developed locally (or not at all). In terms of your questions:
I can't really comment on your first 2 bullet points as we are currently in our first review cycle for a long time. I would expect for changes to be signed off by the Corporate Records Project Manger after consultation with Service Managers, but have yet to determine what role our Legal Services team may play - this is something I want to explore further.
I have looked at a lot of retention schedules used by Local authorities, and a "big bucket" approach doesn't work terribly well for us as we have very diverse business functions. I think big bucket approach only really works where you have very broad categories of record types that can be lumped into a bucket with no or few exceptions - otherwise it becomes quite messy . I am currently trying to steer a middle ground between big bucket and extreme granularity, as too much granularity is difficult to maintain and rather puts users off in my experience. Difficult path to steer, I am finding.
There is tool for development of RRS in local government in the LGA Inform Plus tool - this is a subscription service. It is very granular and whilst aimed at local authorities it also covers a wide and diverse range of general records including eg. Legal, HR, Finance, management etc.
