Hello All,
As a member of the thought leadership group (TLG) at the NMC for the Future Midwife project I would like to second Mary's previous email. Although many midwives have voiced concerns about the NMC and the status of midwifery at the NMC, I have always felt, as a TLG member that my voice/opinion, and those of others, have been heard and respected.
Mary's leadership on this project has been inclusive and broad in scope of engagement within the current structures of the NMC. I like many other, continue to have concerns about the regulation of midwifery within the NMC going forward but this does not, and should not distract, from the important work of ensuring midwifery education is robust and fit for purpose in response to the changing and challenging world of practice. The debates around the future of midwifery regulation will continue, however, I would urge us all to be proactive in development of the midwifery standards for education and next year's consultation process to ensure all voices are included.
Regards
Susan

Hello everyone - apologies for coming late to this conversation - I've been travelling.
Carmel has outlined some of the recent background to this question. I will only add that I very much hope this debate does not affect your positive and pro-active input to the NMC's Future Midwife project. This is a really important project which will set the standards for the future education of UK midwives. As some of you know, I am leading this work as external advisor to the NMC. Over the past 18 months there has been really positive participation from right across the four UK countries - by lots of midwives and students, and women and advocacy groups, and indeed by many of you - all of which I have really valued, and all of which is helping to inform a transformative new set of standards. The work is currently making good progress through a series of meetings to agree the draft for public consultation (including a helpful discussion at the Panel meeting last week). I'm optimistic that the consultation will be ready to start in early 2019, and the plan is for that consultation to last for at least three months. I'm hopeful that as many of you as possible will contribute your comments in that final stage, either in writing or in person, by attending the meetings that will be organised across the UK, to make these new standards as strong as they can possibly be.
Information about the Future Midwife project is here, including ways of getting involved if you are not already.

Dear Carmel
Thank you so much for taking time to outline the situation relating to the midwifery panel - and to let us know what the RCM are doing to positively influence change. Very helpful, and certainly encouraging.
There is much concern due to the previous dismantling of midwifery regulation as well as lack of equal representation for midwives. There is a sense of mistrust prevailing.
It would be helpful if there was regular feedback regarding the activity and progress in this area - maybe this could be suggested?
Very best wishes
Sheena

I attended a Council meeting in July and also the Midwifery Panel on behalf of Gill – at both meetings we reiterated the request that they undertook a review of the Midwifery Panel – in particular a review of it’s ToR, its membership and governance. It was agreed they would look at this and also who would be the Chair as Jackie Smith who was the Chair was stepping down. Some options were discussed including: drawing from the existing Panel, appointing the interim CEO or appointing an independent chair.
>
> Following this meeting by and large the NMC have responded well to our requests. Having looked at all the pros and cons they decided to go with appointing an independent Chair, which we support . She happens to be a non-midwife but perhaps worth bearing in mind that neither was Jackie Smith nor the previous Chair of the Midwifery Committee and also the purpose of the Chair is to make sure the Panel functions and makes decisions and to be impartial.
>
> Alongside the appointment of the new Chair, we pushed for there to be more midwives on the Panel and as has been identified this has now doubled from previously and has better representation from across the profession. There is also clearer governance - a report from the Midwifery Panel is provided at each of the Council meetings, full minutes of the meetings will now be available to Council and Council and the Executive are being asked to consult the Midwifery Panel on all matters relating to midwifery and 2 members of the Midwifery Panel sit on Council – one lay, Anne Wright who was the previous Chair of the MC and Lorna Tinsley, midwife. Alongside this they have recently appointed 2 Senior Midwifery Advisors – Jacqui Williams for Education & Standards and Verena Wallace for Policy and Comms. There is also the LMESRG which is being retained and meets twice a year, we have a quarterly meeting with the Directors and Gill meets with the CEO regularly.
>
> So far, we feel that the NMC have responded to our concerns and is making progress and raising their game in relation to midwifery within the organisation. There is still work to do, communication particularly with the midwifery profession on matters such as these needs improvement and we will continue to lobby on this and make sure that midwifery remains top of their agenda.
>
> With regard to future regulation – despite the Government having consulted on a revised regulatory framework for the health professions which everyone is desperate for, there has been no response from the Government to this consultation and as we understand it there is no capacity within the Government to undertake any regulatory reform until after Brexit. So, we have to try and work with what we’ve got and get the best regulation we can for the profession within this, also conscious that the much needed review of the midwifery education standards is in progress and needs to be concluded on time. Overall, we do feel that the NMC is moving in the right direction but we recognise that we do need to keep the pressure on.

> 12/22 are midwives-‘majority’. This is taking me back to the CMB days where there always had to be medics in charge and on the panel.... This has been happening quietly and mostly by the back door. We lost control of our ‘profession’ many years ago and especially since the law was changed to remove Supervision. As a body we have not raised our heads above the parapet enough or shouted loud enough about it. I suspect many midwives in this country will not be aware of anything as they are too busy trying to survive in their trusts? What can we do about it? Well Anna, you can use your journal to shout- yes we can join the ARM campaign- we could corporately all refuse to pay the NmC any more- we could write to the press and make the public aware - we could talk to colleagues to make them aware that we are not happy. Lobbying the RCM to do something would be possible as Gill Walton is on the panel. Personally I suspect we would not get enough refusing to pay to make a difference for fear they would lose jobs. I suspect changing to HCPc would be best option. This government would love all HPs under one big super regulatory body anyway- but, as you say, the GMC are powerful enough to have remained with control and will not play ball.
