The Chadwycke-Healey - now Proquest - database, UK Parliamentary Papers, is a subscription database only found in large, especially university, libraries. In universities access will be limited to members of the university or those with some other connection, such as former staff or external users who pay a subscription. You will need to check around. Some libraries do, of course, hold the printed Inspectors reports.

Someone there told me that I can access the database at Kew, but Kew says no. Any information gratefully received. I’m after reports from the various HM Inspectorates.
