Hi Alex

It looks like you're trying to get the development undertaken in accordance with a Low Emission Strategy for the site?  I have done this in the past for a major site we were considering however at the time I felt it had limited success?  This isn't to suggest you shouldn't try though as things have moved on in terms of AQ and Planning since then?

Have they done a damage costs assessment as this could be a starting point for deciding on a proportion of money to be allocated to Air Quality Mitigation?

You might be able to get some inspiration from the Lancaster CC Draft Low Emissions and Air Quality Guidance for Development Management (http://www.lowemissionhub.org/webroot/documents/cs-378/Lancaster%20Guidance%20(Jan-17,%20v1.3).pdf) 

Perhaps try;

Prior to the commencement of development (or the reserved matters stage if outline) the developer shall submit to and agree with the Local Planning Authority a Low Emission Strategy for the site.  The strategy shall identify and quantify a package of mitigation measures for the development focussed on reducing emissions of particulates and nitrogen dioxide arising directly and indirectly as a result of the development.

The development shall be undertaken in strict accordance with the agreed strategy or any variation as agreed in writing by the LPA.

You might then want to suggest planners incorporate an informative where you can point to the guidance on Low Emission Strategies and planning? (http://www.lowemissionstrategies.org/les_toolkit.html)
