There have been a number of studies looking at the differences between indoor/outdoor air pollutants, and there is a long bibliography here - https://www.ncbi.nlm.nih.gov/books/NBK138707/ which may serve as a useful starting point?
I agree with Peter though, sometimes a resident armed with a diffusion tube is a dangerous thing. I have been accused on many occasions of hiding an air quality problem because the Council doesn’t monitor at (X) location precisely where (X) location is generally on a roundabout where no one lives because people do not grasp the concept of NO2 reducing in concentration with distance from the source.
Perhaps offer to undertake a proper study for him at his property to allay the fears? Although I have had one case where a similarly enthusiastic resident declined my offer, presumably on the basis they might be proven wrong and take away what appeared to be their main occupation...
