Makes interesting reading, and gives some strength to throw reports back to developers who think saying "we will spend £x on mitigation" is enough.
I have accepted damage costs for calculating an appropriate level of mitigation where those costs are apportioned into actual measures that I can then condition. A recent example included;
- Provision of EV charging point for each residential property
- Appointment of a Travel Plan coordinator for 5 years
- Public transport incentive schemes for residents
- Provision of a car club website for the development
- A contribution to a new bus stop (part of an agreed highway contribution)
However, this judgement seems to be suggesting there needs to be one further step to quantify the impact of the above measures on NO2 reductions even if this is only based on empirical evidence?
