Hi Peter,
Maybe I can help by name checking Lance Barrie at the University of Wollongong. He’s not doing stuff on bike hire schemes but on leisure cycling, but he’s quite big on the conflict between motorists and leisure cyclists. I think the particularly local emnity between some car/van owners and cyclists in Australia might be one part of the puzzle. He’s a nice guy and if you don’t know him it might be good as he’s another touch stone on the particular Australian issues.
I’d also suggest that some of these issues seem classic SST (social studies of technology) issues, just in case you don’t know that literature. Get in touch and I’ll suggest some things if you want.
