City Data Commons and Ethical Standards for Digital Transformation

Speaker: Francesca Bria is the Digital Innovation Commissioner of Barcelona, Spain
Barcelona City Council has created an Office for Technology and Digital Innovation that Bria leads, showing a firm belief in the importance of data and technology in transforming the city—from delivering better public services to fostering a more open, agile and participatory government.
In this keynote Bria will present the Barcelona Digital City Plan that has been co-created with the city’s innovation ecosystem for rethinking the smart city. The plan aims to transcend its technological objectives, not only to better respond to the needs of citizens but also to address important urban challenges facing the city, such as affordable housing, climate change, energy transition, and sustainability. A high importance is given to the concept of new data ownership regimes and the ability of cities to grow city data commons that can serve the needs of communities and citizens. The broader goal of the Barcelona Digital City Plan— underpinned by a strong belief in democratic and sovereign cities that enhance rather than undermine common good—is to ensure that the digital revolution is serving the many, not just the few.
