no, not really. If “number of echoes” in your formula really is “number of echoes”, then you don’t need to divide by 2. _But_ if “number of echoes” in fact is “image matrix size in the PE direction”, then it needs to be divided by 2.
Note also that for almost all purposes it doesn’t matter if you get the readout time a bit wrong.
