I seem to remember that, in order to issue FTNs, you may need to have police there and this adds to the cost. 

You should also be aware that idling for short periods may be preferable to turning off an engine and restarting with a "cold" catalyst.

Hi All,



I'm doing some research on vehicle idling for my authority and have a quick question.



Is anybody aware of any Local Authority that has actually issued a FPN for a vehicle idling offence under the 2002 regs?  I've found a few LAs that warn about it on their websites, but in practice they don't actually issue FPN.  



Also, has anyone ever used the Emissions Offence part of the 2002 regs?  And if you have, how did this work in practice?
