Dear esteemed UTSG subscribers,
Our transport research team at Griffith University from Brisbane, Australia (Dr Abraham Leung, A/Prof Matthew Burke and Mr Aidan Brotherton) is conducting a new study about innovative and non-traditional (non-government) funding sources for building and maintaining cycling infrastructure.
Our aim is to identify innovative funding schemes around the world and to assess whether these are suitable for Queensland, and possible ways to make it work here.
At this stage, we are just information gathering. We would like to learn more about the current state of play of cycling funding in Queensland and beyond, develop a full list of the possible alternative cycling infrastructure funding sources, and be aware of what might be key issues as we frame our investigation.
Hence we are reaching out to the UTSG Mailing List for gathering the following information:
1. What are the more established cycling infrastructure funding arrangements in the UK (or beyond) now?
2. Do you know any specific examples of these alternative schemes we should investigate?
I. Private Industry investment
a. Sponsorships (i.e. Barclays Cycle Superhighways in London)
b. Direct provision (i.e. Turtle Way in Gladstone, Australia)
c. Cycle-industry funding
d. Tourism Industry funding
II. Philanthropic
a. Direct giving
b. Bequests
c. Crowdsourcing
III. Lottery funding (i.e. UK National Lottery Funding for Sustrans)
IV. Value capture schemes
a. Project-specific levies on landholders
b. Retail concessions
c. Joint land development
V. User-pays options
a. Bicycle user fees for specific infrastructures
b. Bicycle parking charges
3. Are there other sources not listed here we should be exploring as part of our search, and/or examples of their implementation?
4. Is there anything you wish to point us towards as we consider feasibility, barriers to implementation, and facilitation, in regards to these schemes?
Any information about the above, in particular alternatively funded cycling infrastructure projects or exemplars that have been experimented or are in place now in the UK, would be highly appreciated. We can discuss the above on email or skype/voice chat.
