EU health law and policy: Shaping a future research agenda
Final workshop and special issue – Call for papers

EU health governance has undergone a fundamental change in the period following the 2008 economic crisis. Mirroring broader social policy trends, the traditional public health agenda has been curtailed under the Juncker Commission’s focus on jobs, growth and investment. However, the EU’s ‘external’ health policy, embodied in trade, development and human rights frameworks, has continued to expand, as has its work on pharmaceuticals, medical devices and health technologies, whilst its influence over national health systems has been extended via the strengthened macroeconomic governance framework. These changes have created new areas of study and affected existing ones, requiring review of the research agenda in the field.
This workshop is the second of two in an interdisciplinary project run by Dr Eleanor Brooks (Edinburgh) and Dr Mary Guy (Lancaster). It seeks to advance the study of EU health law and policy by providing a timely and multi-disciplinary assessment of EU health governance and contribute to the establishment of an ‘EU health studies’ field. The workshop builds on themes identified during the first event, hosted by Lancaster University, and will feed in to a special issue on the future of EU health law and policy. Publication in Health Economics, Policy and Law is provisionally confirmed for Spring 2020.
Reflecting the themes identified at the first workshop, we particularly welcome submissions on:
*EU competition law and healthcare: understanding and defining the applicability of competition law and the perceived tensions in its application, both at EU and member state level
*Health in All Policies (HiAP): exploring the salience of this concept in light of its poor implementation and the roles of diverse actors within the Commission
*Cross-border trade in services: assessing how this affects the healthcare sector and possible links with patient mobility concerns
*The European Semester: analysing the reach of EU fiscal policies and their effects on health policy.
We warmly invite submissions from academics and practitioners at any career stage, and from law, political science or any other relevant discipline. Please email an abstract of 300-450 words to Dr Eleanor Brooks ([log in to unmask]; +44(0)131 6504 282) by Friday 6 July 2018. If accepted, completed drafts will be required by Thursday 1 November 2018.
We also welcome expressions of interest in undertaking a discussant role at the workshop. Please email Dr Eleanor Brooks (details above) outlining your area of expertise.
Decisions will be communicated by Friday 13 July 2018 and a limited fund for travel and accommodation will be available for accepted participants.
