No problem - this was also my thinking. Approved Document C of the Building Regs covers 'site preparation and resistance to contaminants'; I would be interested to find out to what extent land affected by contaminants is covered by building control and whether this is sufficient to 'ensure residents' safety'. Also the Environment Agency only appear to comment on a limited number of planning applications focusing on sites with the highest water sensitivity, however this may vary between regions.

What a poorly crafted question and answer!
The MP clearly is not aware of paras 120 and 121 of the NPPF and the PM seems not to be aware of the central role local authorities, and specifically their contaminated land officers, play in ensuring new development is safe and suitable for use, or words to that effect.

Developers are already required to ensure that they comply with a host of legal and regulatory safeguards before they build on contaminated land, and we also require that they work in conjunction with the Environment Agency and meet building regulations to ensure residents' safety.
