Brief for investigation of interpretation provision in the Pembrokeshire
Coast National Park
Background
Pembrokeshire Coast National Park Authority is seeking a contractor to
assess current gaps in visitor information / interpretation provision
relating to the tourism, culture, environmental and heritage sectors.
The Authority aims to deliver a visitor experience rich in opportunity,
variety and depth, covering many different interest areas and to as wide
an audience as possible. Two visitor centres in the National Park have
closed and the Authority’s aim is to make sure visitors and residents are
just as, or even more aware of the possibilities open to them now as they
may have been in the past.
Summary of work required
• Comprehensive consultation with communities, special interest groups (eg
heritage groups), and tourism trade, to find out where there are gaps and
where there are opportunities for future / better provision, with special
consideration of a range of media and alternatives to the traditional
visitor centre model.
• A survey of visitors asking about their experiences and their
understanding and enjoyment of the National Park, with emphasis on
specific themes; for example wildlife, walking, prehistory etc.
• A series of recommendations of how to fill those gaps identified, in
terms of content, location, audience etc.
Detailed description of work
Consultation of tourism providers and special interest groups
We wish to find out what people in the tourism trade are asked for and how
they are able to respond to requests for information. We also want
feedback from different special interest groups about what gaps they feel
there are in interpretation of the National Park; for example a heritage
group wishing to share or promote the history of Porthgain.
Examples of groups that could be consulted: B&Bs, camping, glamping and
caravan sites, visitor information outlets, history societies etc.
Survey of consumers / visitors
Asking visitors at random and / or specific locations about their
experiences of being in the National Park; how much did they enjoy it, how
easy was it to find what they wanted, what was missing, how could it be
improved? We also want to determine the depth of their understanding of
the National Park, its purposes and aims. These surveys would reveal
information about visitor experiences in a number of themed areas such as
wildlife, walking, cycling, Welsh language, history, archaeology,
conservation, and for groups of all sorts such as children, teenagers,
older people, groups with particular needs, families and so on. For
example on a visit to Skomer Island a family might easily be able to find
information about boat times, costs and arrive on the island to spend a
whole day looking at puffins and bluebells, but miss many layers of
interpretation about geology, history, agriculture, culture and
conservation. They might not want that information, but it would be a
shame if they left the island and later discovered, with regret, that they
could have found out so much more.
How would groups like to be able to find the information / interpretation
(understanding) they require given that there is not a visitor centre
nearby? How satisfactory do they find accessing information /
(understanding) through websites, apps, Coast to Coast, rangers etc?
Recommendations
We would like the work to focus firstly on north Pembrokeshire and then,
having established a template for the investigation, for the same work to
take place in both the south and west of the county. The results of the
consultation and survey would then be pulled together, gaps would be
identified (in terms of content, location and audience) and
recommendations then made, the aims of which would be to improve and
enhance interpretation in the National Park so that visitors would be
truly excited, enthused and satisfied by their experiences.

• Mid contract Meeting: w/c 3rd September 2018
• Finalised report: Noon, 30th November 2018
The Contract
The contract will be awarded to the supplier who offers the best quality
(based on evidence of professional capacity and response to brief), best
value and can complete the work by the timescale required. Pembrokeshire
Coast National Park Authority does not bind itself to accept the lowest
cost proposal.
Pembrokeshire Coast National Park Authority will own the right to all
content. The period of the contract will be from 6th June 2018 to 31st
December 2018.
The Contract is to be a fixed cost and contractors are required to provide
a breakdown of how the quotation has been built up. As a guide the budget
available is £10,000 however, we are seeking competitive quotations. Total
costs should be all-inclusive and cover all expenses such as
administration, travel, accommodation, subsistence and provision of
materials and progress reports. The schedule should give a final cost of
the research. It will also provide a breakdown of all the costs that will
be incurred including
• Travel costs at a rate of not more than £0.45 per mile
• Research costs of each individual that will be involved in the delivery
of the project and the hours that they will work
• Materials used in carrying out the research, including the production of
an interim and final report.
Contract scoring will be on the ability to meet timescales, relevant
experience and price.
Invoicing
Payment will be on receipt of the final research report subject to
suitable content and quality.
Data Protection
Any contract involving the processing of personal data on behalf of
Pembrokeshire Coast National Park Authority will require the completion of
a supplementary data processing agreement which includes a commitment to
process personal data in accordance with PCNPA’s policies and procedures.

you are selected to be the preferred organisation for this exercise, you
will be required to sign and commit to the attached data protection
agreement.
