I think we need to be looking at 2 things here- each a side of the same coin of email management
1. re-positioning personal email from work email to personal email- either via staff members' phones or via granting them webmail access
2. shifting to something like 90 day deletion with accompanying encouragement and facilitation of moving email and attachments to the appropriate business file location so that they fall under retention rules for that content. This both improves business intelligence and also auto-weeds personal email

Good luck! You have a really powerful argument now to ensure such schedules exist and, equally importantly, are routinely used in practice - as do we all!

Thanks everyone.
This has fallen in line with what I expected. The whole concept of retention schedules and regular review and disposal is still in its infancy here. This gives a very good example of why things need to progress.
Thanks for your comments
